Issued by them the Used Car Rule contains trade standards and regulations that all used car dealers must follow. In short, if you sell more than 5 cars in a one year period, you must oblige. The basic responsibility of used car dealerships is to position a buyer's sign that would be adjacent to the vehicle offered for sale that states 'Used car for sale'. It must have a prominent position on or inside the vehicle so the buyer could take a look and immediately notice and use it for the purpose of buying. At the back of the sign, used car dealers must indicate the complete name and address of the dealership, along with the contact numbers where consumers could call on for possible complaints or any concern in the future. The sign is also called a guide, as it contains all relevant information that the buyer may be interested to know. This way, used car dealers can give confidence to the buyer and at the same time build credibility and reputation for good customer service. Additionally, the guide form needs to precisely describe any extras and accessories that the car will be sold with. If any detrimental factors are present, that could affect buyer's decision, like excessively used parts and elements, they too should be brought to the prospective buyer's attention. According to National Automobile Dealers Association, dealership is responsible for advising interested parties if the car comes with insurance cover, registration, paid warranty services, etc. Used car dealers must prepare the vehicle and have it displayed, ready for potential buyers to inspect before buying it. All vehicles that had been titled earlier, but not purchased, are considered used cars for sale and this include light-duty vans, demonstrators, and program cars. Some online used car dealers usually organize themselves as one group where a potential buyer could actually go thru the group's website. This is one way of easily finding the best used car dealerships and the most reliable cars offered for sale, in one place. By providing the specifications of the desired car like the model, color, price, and others, the desired car specifications are immediately forwarded to the different members of the used car dealer networks. The potential used car dealers that can possibly fulfill the order, is contacted and linked to the buyer. This makes communication and negotiation between the used car buyers and used car dealers easy and efficient. All used car dealers have to be dully licensed by the state authorities, and adhere to the relevant state and federal laws and regulations. All this is apart from the usually coveted membership in their professional organization NADA. Although there may be some paper work involved, and the bureaucracy may feel stifling at times, the benefits to the customers are enormous. If a buyer wanted to negotiate with a used car dealer directly, he may do so and may even benefit from it by haggling for a lower and better price. It is best to scout for cheap used car dealers in town and directly talk to the dealer. After doing some searching, the buyer can visit the dealer and haggle with the price quote initially shown in the website or in the car yard itself. Regardless what is shown to the public (the so called official price), the buyer can still negotiate for a lower price. The dealer is also expected to provide the buyer with a copy of the used car warranty. Similarly, the car has to have a current registration, and insurance.
