How does a city like Toowoomba cope with drought and still run a succesful Carnival of Flowers? The township was in a deep predicament. Call off the Carnival of Flowers (Spring carnival) for too many years, and the people will stop coming altogether. However, there is too little water left to spare. A recent bore put down in the hopes of getting new water supplies turned out to be fruitless. The Toowoomba Arts council stepped forward and helped out with creating public art installations so that garden beds which were not planted were not left looking empty. Low rainfall, combined with record breaking low temperatures meant plantings were difficult and especially challenging. The gardeners have to be extra careful and innovative at the same time if they were to win any competitions. The Toowoomba Arts council constructed a new concept in 2007, named Avant Garden, which creates public art, all by local artists on voluntary basis, to feature around the town. A special trail map has been created for visitors to drive around town and view them. Tourists can get free information from the Visitor Information Center. The yearly parade has not been affected by the drought though. The procession of floral floats runs for about an hour. Every year Toowoomba city attracts many visitors during the Carnival of Flowers. Visitors should book their accommodation weeks and months in advance. There are nearby towns where visitors can stay overight should they not be able to get accommodation.
